Data Analyst - Matchday Observer Programme
The Premier League is committed to using data and insight to drive, inform and underpin its policies, strategies and workstreams.
The Data and Insights Manager will work within the Policy and Corporate Affairs department and report to the Senior Safety and Operations Manager. They will support work and collaborate across a range of internal departments and with other external stakeholders. The role will develop the team’s capacity to embed coherent and transparent data collation processes and analysis to demonstrate and understand impact across the safety and security landscape.
The Data Analyst will be responsible for developing an integrated data model which will enable better quality of data collation and insight with a focus on measuring qualitative and quantitative impact of action plans, programmes, campaigns, and projects relating to safety and security and fan behaviour. This will include equality, diversity, and inclusion data sets from across the business and linked to Clubs, Fans and Communities.
The role will prioritise the improvement of monitoring, analytics, and the consolidation of safety and security data, across a range of thematic areas to support the continual work of the Premier League to improve fan behaviour and make our stadiums a safe and secure environment for players, match officials, staff, and fans.
The role will also manage and support the development and commissioning of research, insight, and impact reports. This will support the Policy and Corporate Affairs department’s ability to demonstrate the impact of projects, programmes, and related investment.
The Data and Insights Manager will have responsibility for analysing reports submitted by Premier League Safety and Security Observers alongside creating dynamic thematic assessments for both internal and external use as required. The role will work closely with the Head of Stadia and Infrastructure and the Senior Safety and Operations Manager.

Key Responsibilities
To undertake the collation and analysis of data derived from the Premier League’s Safety and Security Observer Programme and to produce management information reports detailing trends and other forms of analysis for the Premier League and member clubs. The Observer Programme is a new initiative whereby the Premier League works closely with each Club to produce a detailed analysis of all incidents at football matches such that overall safety and security can be improved.
The role reports to the Senior Safety and Operations Manager.
Key responsibilities:
Responsible for the timely collection and analysis of all Match Round data arising from the Safety and Security Observations at each of the 380 Premier League fixtures
Conduct quality assurance on all data uploaded to the Premier League Safety and Security Observer platform; assessing each report, and assigning thematic tags to the data
Prepare internal and Club-facing reports detailing specific trends and other relevant data gathered through the programme
Support the integration and reporting requirements of a new digital platform
Manage administrative duties in support of the programme including match allocations (to Observers), liaison duties with all Clubs, preparation of presentation decks and other similar resources and the creation of mid-season and end-of season analytics
Collation and analysis of structured and unstructured data across thematic safety and security areas for use within the Premier League and across partner organisations and clubs where appropriate
Measure changes through embedded evaluation, using benchmarking, longitudinal data sets and comparators
Enhance the quality of safety and security data across the business, including data entry and data analysis, with a focus on measuring qualitative and quantitative impact of action plans, programmes, campaigns, and projects
Develop internal and external reports which demonstrate impact of the Matchday Observer Programme
Produce thematic reports on the safety and security landscape and supporter behaviour
Maintain GDPR-appropriate systems and use of data, informing and training colleagues where needed, and embedding best practice
Work with the Business Insight team to develop processes and systems for credible and transparent data collation, interpretation, translation, and visualisation
Requirements for the role
Strong numeracy skills and experience of analysing and interpreting qualitative and quantitative data
Advanced analytical skills, with experience in collecting, organising, and disseminating abundant information accurately.
Ability to present data clearly to different stakeholders, including the ability to understand and articulate limitations in the data and to guide stakeholders in understanding ‘what the data can and can’t tell us’
Project co-ordination experience and working to strict deadlines
Experience in continuous improvement of processes and data collection and organisation methodologies
Experience of presenting to, and briefing, senior leaders and/or committees
Experience of, or interest in, working with data in a safety / security environment
Excellent written communication skills, in particular the ability to draft clear, succinct, and relevant material (such as reports and policy documents), and the ability to make complex policy accessible to an uninitiated audience
Strong problem-solving skills and ability to think creatively
Experience of engaging and consulting with a range of stakeholders and using different consultation methods
